Basically Internet speed (browsing and downloading) depends on the ISP you choose, but it can be increased up to some extent by making following changes.

• Go to 'Run', type 'gpedit.msc' and press enter key.
• Now go to 'Administrative Templates' in 'Computer Configuration'
• Go to 'Network' > QoS Packet Scheduler > Limit Reservable Bandwidth.
• Enable the bandwidth limit and raise it to 40-50 %.

Your ISP will, then, allow you to experience a new browsing and downloading speed.

Processor type: Intel pentium 4 1.6GHZ Ram 512 MB. Its a dell optiplex 4400 if that helps and yes it's an old computer but a friend gave it to me for free.
